The SOMS PTA 2020-2021 Officers Election and Budget Vote was held via email this year on June 11, 2020.  Members in good standing received a email with instructions on how to vote.  Thank you to everyone who helped us hold our election during this challenging time!

As per the SOMS PTA by-laws, the Nominating Committee consists of 3 current SOMS PTA Executive Board Members and 2 current members from the SOMS PTA General Membership.

  • Nominating Committee
  • As per the SOMS PTA by-laws, the nominating committee shall nominate one person for each office to be filled.
  • Members of the nominating committee may be nominees for office without resigning from the committee.
  • Only those persons who have consented to serve if elected shall be nominated.
  • The nominating committee shall present its report/slate of nominees at a general assembly meeting in the month of April.
  • Additional nominations may be made from the floor provided the written consent of the nominee has been secured and the chair of the nominating committee has received notice by 11:59 PM on May 9, 2020 of the candidate’s intention to run.

 

Officer Positions and their Election

  • Each officer shall be a member of SOMS PTA.
  • The officers of this association shall consist of a president, vice presidents (2), treasurer and secretary.
  • Officers shall be elected by ballot every year at a meeting of the general assembly in the month of May. However if there is only one nominee for any office, election for that office may be held by voice vote.
  • Officers shall assume their official duties on July 1st and shall serve for a term of one year.
  • No member shall remain in office for more than two consecutive one year terms, or until a successor is elected.
  • No person shall hold more than one office at the same time.

 

Duties of SOMS PTA Officers

The president shall:

  1. Have general charge and supervision of the business and affairs of the association and perform the duties usually incident to the office of president of a not-for-profit association, chartered by the New York State PTA and organized under the laws of New York State.
  2. Sign and execute all contracts, agreements or other obligations in the name of the association.
  3. When present, preside at all meetings of the association, the executive board, and the executive committee.
  4. Be a member ex officio of all committees except of the nominating committee and the audit committee. The president may not be an ex officio, elected or appointed member of these two committees.
  5. Appoint the committee chairmen including all special committee chairmen and fill vacancies in all committees
  6. Coordinate the work of the officers and committees of the association in order that the purposes may be promoted.
  7. Keep a current copy of the association’s state approved bylaws.
  8. Attend local, regional and/or state PTA training workshops.
  9. Communicate with and act as parent representative to South Orangetown Central School District including but not limited to:
    1. Attend monthly meetings with the Superintendent of SOCSD.
    2. Attend and presenting monthly updates to the SOCSD Board of Education.
    3. Attend monthly meetings of the SOMS Building Level Team.
    4. Attend and presenting monthly updates to the SOCSD PTA Council.
    5. Organize and preside over monthly meetings for the General Membership.
  10. Meet the fiduciary duties of careful and prudent judgment and adherence to the association’s purposes and rules.

 

Vice-President #1 shall:

  1. Act as primary aide to the president on all assigned duties.
  2. Perform the duties of the president in the absence or inability of that officer to act.
  3. Meet the fiduciary duties of careful and prudent judgment and adherence to the association’s purposes and rules.
  4. Attend local, regional and/or state PTA training workshops.
  5. Turn over to the president all pertinent records, books and materials and return to the treasurer all funds without delay upon the expiration of the term of office, or in case of resignation.

 

Vice-President #2 (If applicable) shall:

  1. Act as aide to the President and Vice-President #1 on all assigned duties.
  2. Supervise all fundraising programs under the direction of the president.
  3. Meet the fiduciary duties of careful and prudent judgment and adherence to the association’s purposes and rules.
  4. Attend local, regional and/or state PTA training workshops.
  5. Turn over to the president all pertinent records, books and materials and return to the treasurer all funds without delay upon the expiration of the term of office, or in case of resignation.

 

The secretary shall:

  1. Record and maintain a permanent file of the minutes of all meetings of the association, executive board and the executive committee.
  2. Send the names and addresses of the elected officers to the region director immediately following their election.
  3. Maintain a permanent file of the committee reports, membership lists and records pertaining to the work of the association.
  4. Keep a current copy of the association’s state-approved bylaws.
  5. Conduct the correspondence (including social media) of the association under the direction of the president.
  6. Maintain a file of all correspondence pertaining to the work of the unit.
  7. Send notices of meetings as required.
  8. Meet the fiduciary duties of careful and prudent judgment and adherence to the association’s purposes and rules.
  9. Attend local, regional and/or state PTA training workshops.
  10. Perform duties as assigned by the president.  
  11. Turn over to the president or successor all pertinent records, books and materials and return to the treasurer all funds without delay upon the expiration of the term of office, or in case of resignation.
  12. Be responsible for all social media postings on the SOMS Facebook page.
  13. Communicate weekly eblast items to SOCSD

 

The treasurer shall:

  1. Have custody of all of the funds of the association.
  2. Keep a full and accurate account of receipts and expenditures.
  3. Make disbursements as authorized by the president, executive board or association in accordance with the budget adopted by the association.
  4. Issue written receipts for donations of seventy-five dollars ($75) or more, indicating the portion of the donation exceeding the value of the goods or services received that is deductible.
  5. Serve as chair of the budget committee to prepare a budget for submission to the executive board for review and to the association for adoption.
  6. Present a financial statement at every meeting of the association and at other times when requested by the executive board. 
  7. Present a complete annual report at the annual meeting of the association.
  8. Be responsible for the maintenance of such books of accounts and records as conform to the requirements of Article V, Section 6. # i. Keep the records of the National PTA and the New York State PTA portions of the dues separate from the portion of the association, in accordance with Article V, Section 6.
  9. Pay the National PTA and the New York State PTA portions of the dues to the New York State PTA in accordance with Article VI, Section 6.
  10. Pay to New York State PTA the fee for the liability insurance and fidelity bond provided the association through the New York State PTA
  11. Submit all financial records in accordance with Article XII, Section 8 to the audit committee or a professional auditor at least two weeks prior to date audit report is due.
  12. Have the accounts examined annually, or upon change of treasurer, by an audit committee or a professional auditor who, satisfied that the treasurer’s annual report is correct, shall sign a statement of that fact at the end of the report.
  13. File all forms required by the Internal Revenue Service and New York State agencies.
  14. Pay the annual PTA council dues to the SOCSD Council of Parent Teacher Associations.
  15. Meet the fiduciary duties of careful and prudent judgment and adherence to the association’s purposes and rules.
  16. Attend local, regional and/or state PTA training workshops.
  17. Turn over to the president or successor all pertinent records, books and materials and return to the treasurer all funds without delay upon the expiration of the term of office, or in case of resignation.
